This building used to be the US Embassy. It's probably a good thing it isn't, anymore; just look how close to the street it is. That'd be hard to defend in a riot situation.
You'll notice, looking at the shoulder patches, that these are actually members of the Metro Toronto PD. I counted at least a dozen of them hanging around the corners on Wellington, in addition to the RCMP and Ottawa police milling about. Two were kind enough to let me snap their photo.
